
Agent Nick Magill works for the FBI in its Public Corruption department and is sincerely motivated to investigate crooked politicians and polluting corporations.
Agent Bill Bailey and his sidekick Agent Jacques Frere work in the Anti-Terrorism department and have no qualms about making premature arrests or arranging surveillance on people when they have no evidence of any wrongdoing. Agent Bailey just wants to make an arrest so that he can get the Agent of the Month award (a gift certificate to Hooters). In the meantime, every lead is Level Red.
Alyssen Emiy is a political activist with an unusual relationship with Agent Magill, who eagerly awaits the next public corruption "tip" from her. While she sees a potential alliance between activists and the Public Corruption department, she will always be suspicious of the FBI.
